Universities Caught in Crossfire of Global Tech Rivalries, Ex-Spy Chief Warns

David Vigneault has said that as global competition intensifies, universities are increasingly caught in the crossfire. Research institutions that once symbolized collaboration and progress are now prime targets for state-sponsored espionage.

He noted that hostile powers, especially China, view academic output as a shortcut to technological dominance. Rather than develop complex capabilities internally, these actors aim to harvest innovations from Western labs.

Such efforts often employ a mixture of cyber hacking, social infiltration, and recruitment of unsuspecting academics. These methods exploit trust and openness that traditionally define university culture.

The consequences, Vigneault warned, extend beyond intellectual property loss. When sensitive technologies are transferred abroad, national security and economic competitiveness suffer.

He urged universities to re-evaluate their partnerships, collaborations and data-sharing practices  while safeguarding academic freedom and inclusivity.
