Vietnam’s Leader Urges Tech-Driven Institutional Reforms by 2026 Deadline.

Vietnam’s efforts toward institutional reform and legal modernization have been underscored with a call for concrete progress by the end of 2026. At the helm of this initiative, Tô Lâm, during the inaugural meeting of the Central Steering Committee for Institutional Perfection and Law Enforcement in Hanoi, emphasized the necessity for government agencies to achieve measurable results rather than engage in token gestures. He highlighted the importance of evaluating reforms through tangible outcomes such as completed legal documents, streamlined administrative procedures, and clear leadership accountability.

In attendance were senior leaders including Lê Minh Hưng and Trần Thanh Mẫn, who participated in discussions about various priority areas. Key topics included enhancing the state economy, fostering favorable conditions for foreign investment, reducing administrative burdens, addressing urban air pollution, and revising the criminal procedure framework. Tô Lâm directed ministries and agencies to swiftly implement the committee’s conclusions, set up monitoring systems, and consistently report on completed tasks, as well as any delays or challenges that require intervention from higher authorities.

On the foreign investment front, the committee stressed the importance of competitive policies to encourage technology transfer, research and development, workforce training, green transformation, and digital innovation. Officials also highlighted the need for stronger oversight of strategic investors and improved coordination among regions to attract foreign capital effectively.

To tackle air pollution in major cities, the committee proposed a shift toward outcome-based air quality management. This would involve modern environmental monitoring systems, enhanced early-warning mechanisms, and clearer accountability for pollution sources. The committee also emphasized that administrative reform should be a permanent responsibility, advocating for post-inspection oversight and risk-based governance instead of relying heavily on pre-approval requirements.

In the realm of judicial reforms, there is a focus on reviewing amendments to the Criminal Procedure Code. These amendments aim to strike a balance between effective crime prevention and ensuring fairness, asset recovery, and support for socio-economic development. The committee’s comprehensive approach indicates a commitment to substantial reform and modernization across various sectors as Vietnam moves forward.
