Vietnam Considers Tech Innovations to Streamline Agriculture and Environmental Policies

In a significant move towards streamlining administrative operations, Vietnam’s National Assembly Standing Committee has evaluated a draft law aimed at refining procedures and regulations within the agriculture and environment sectors. This proposed legislation is set to amend ten existing laws, encompassing vital areas such as plant protection, animal husbandry, fisheries, irrigation, water resources, veterinary services, and crop production.

The draft law highlights the elimination of 38 administrative procedures and 40 business conditions, with an additional 13 procedures being simplified. Such reforms are poised to dramatically cut down processing times by 904 days, leading to a projected savings of VNĐ189.9 billion (approximately US$7.3 million) in compliance costs for businesses within these sectors.

During the review, lawmakers stressed the importance of maintaining robust regulatory oversight while also promoting decentralization. A notable aspect of the bill is its advocacy for the adoption of digital tools, including QR codes and product traceability systems, to enhance the efficiency of inspections and uphold product quality standards.

The legislative body aims to strike a balance between reducing bureaucratic hurdles and ensuring comprehensive oversight. As such, the use of technology is seen as a key factor in achieving these objectives, ensuring that the reforms not only streamline processes but also uphold the integrity and quality of the sectors involved.

The process of finalizing this draft law is expected to culminate by July 25, marking a pivotal step towards more efficient governance in Vietnam’s agricultural and environmental arenas. The reforms are anticipated to foster a more favorable business environment, ultimately benefiting both the economy and the community at large.
