Vietnamese Party General Secretary and President Tô Lâm has urged for a legal framework that balances stability with flexibility to foster investment and economic growth while adapting to technological advancements and other emerging challenges. Speaking at a meeting on institutional improvement and law enforcement in Hà Nội, Lâm emphasized the necessity for laws to offer certainty to individuals and businesses about their rights and obligations, while also accommodating new business models, climate change, and international integration.
Lâm highlighted the importance of connecting lawmaking with enforcement, measuring their effectiveness by the ability to eliminate administrative and investment barriers, reduce compliance costs, unlock resources, and protect the lawful rights and interests of citizens and businesses. He called for a thorough review of existing legal documents, particularly those that hinder investment and business activities.
In setting long-term objectives, Lâm outlined goals for Vietnam’s legal system, aiming for a modern framework by 2045 that incorporates digital data and artificial intelligence, alongside a professional and transparent judicial system. He also underscored the need for stronger accountability in implementing laws, specifying that each policy should clearly identify responsible agencies, necessary resources, implementation conditions, and expected outcomes.
Lâm advocated for a proactive approach in preventing violations and managing risks, rather than relying primarily on punitive measures. He urged authorities to leverage digital transformation and data-driven governance to enhance compliance, cut administrative costs, and improve the efficiency of resolving civil and commercial disputes.
